While this may be a feature request, this cooldown doesn't make sense to be in creative mode since it was without a doubt introduced as a survival mode restriction. There also exist other survival-exclusive countdowns which do not apply in Creative (namely the nether portal waiting period), leading me to believe this is unintentional.
