Sugar canes are being generated very rarely around rivers, and in rivers modified with cave entrances they don't even appear.

This problem occurs in the creative and in the survival mode.
This makes the player need to explore a lot to find this item that is very common.

How to reproduce 

• Create a new world in 21w13a.
• Find a river and start flying over it.
• You will find almost no sugar cane.
