Specifically, what results is a light block with an NBT tag made to specifically place a light block of strength 15. However, as the item with no tags already places an item of strength 15, this tag is completely redundant and results in two non-stackable level 15 light block items that clutter the inventory.
Expected behaviour would that pick block on a level 15 light block returns an item with no tags.
