When i use the command "/effect give @e minecraft:glowing" it applies the glowing effect to the targets as it's supposed to be. (image 1) however, when the effect duration (in this case 30 seconds) are over, the glowing outline still remains, even though the effect and the particles aren't visible anymore. (image 2 and 3) if i try to remove the effect with the command "/effect clear @e minecraft:glowing" the only result is "Target doesnt't have the requested effect", as seen in image 4.

typing "/effect clear @e minecraft:glowing" while the glowing status effect is applied also doesn't remove the glowing outline.

To reproduce: 

• type the command "/effect give @e minecraft:glowing"
• wait the 30 seconds until the effect duration ends
• type "/effect clear @e minecraft:glowing"

the glowing outline will stay for an undetermined amount of time, maybe permanently.

edit: spectral arrows seem to have the same issue, the glowing outline doesn't go away there either
