This is a bug that I noticed in the previous snapshot (21w11a) and it still happens. Fishing rods don't work. You can hear the sound effect when you throw the bait, but no line appears. You see some water particles that led me to think it was only a visual bug, but I noticed that you never catch anything. 

I believe fishing is a big part of the game, since it is a relaxing, almost passive, activity that can give you some pretty cool items.
