Water fog still very subtle making water appear too clear in the distance

      The bug

      Despite MC-218597 being fixed, the water fog in 21w11a is still very subtle and doesn't look natural as the water is too clear in the distance when compared to 1.16.5.
      This can be noticed best in the swamp biome. Screenshots comparing 1.16.5 to 21w11a have been attached.
