Placing a torch or lantern where it would usually snow, stops it from snowing in the area where it would melt snow (the layer snow). It snows all around this area as normal. Breaking the torch or lantern makes it snow in that area again like normal. This has no effect on torches or lanterns that are fully encased, like inside a house.
