When I spawn an elytra with give, picking block on an item frame, replaceitem armor slot, or anything other than selecting it from the creative menu in an Amplified World, I cannot fly with 2xSpace bar, it just starts the elytra, but when I re-log, it allows me to fly again until I re equip a new, spawned Elytra

What I expected to happen was...:
I should be able to fly with Double Space Bar when I equip an elytra in an Amplified World

What actually happened was...:
It just acts like I press the space bar once

Steps to Reproduce:
1. Use /give @p minecraft:elytra
2. Equip that elytra
3. Try to fly with double space bar
