Not game-breaking or anything, I'm just not sure this was intended. Lots of fish spawning in single source block waterfalls. I've seen this twice; in a single source waterfall at the bottom of the world (roughly -40) that spawned naturally and in a single source waterfall that was player created, also below y level 0. Both weren't connected to underground lakes.
