I just found this spot of darkness in the overworld when you update a chunk of it with a block it goes bright again, but it is spawnable for mobs as you can see the mobs are standing and spawning in the dark without burning. this could've also been caused by my crappy computer but I still think it would be worth looking in to. I checked and there were no blocks above this area, just air.
