The Bug:

Ores can generate within water in lush cave biomes.

Here is an example:

World Type: Single Biome, Lush Caves
Seed: -6780154460659831019
Coordinates: /execute in minecraft:overworld run tp @s 10054.95 -17.57 128.00 196.34 55.35

Steps to Reproduce:

1. Generate a world with the world type and seed provided above and teleport to the given coordinates.
2. Look closely at the generation of the ores and the water within the lush cave.
3. Take note as to whether or not ores can generate within water in lush cave biomes.

Observed Behavior:

Ores can generate within water.

Expected Behavior:

Ores would not be able to generate within water.
