Debug screen opens when in your inventory, but not any other GUI

      The bug

      Pressing F3 in your inventory opens the debug screen, but not when you are in a chest, etc.

      Steps to reproduce

      1. Open your inventory
      2. Press F3 -->  Debug screen opens
      3. Press F3 -->  Debug screen closes
      4. Open a chest
      5. Press F3 -->  Debug screen does not open
      6. Press F3 – >  Debug screen does not close
