in 21w06a till now oceans (looks like all biomes) get generated terrain without gravel, just naked stone variants and the usual amount of kelp and seagrass. Glow lichen appears to be added to the ocean ground like it appears in general new cave generation. Might be something mixed and confused with the new cave terrain generation and the old ocean generation.
