When the cursor is moved towards the top/first enchantment in the Enchanting Table, the guaranteed enchantment is not displayed, nor can you select the enchantment. It only happens with fishing rods.

What I expected to happen was...:
I would be able to see and select the top enchantment.

What actually happened was...:
The top enchantment is not selectable or visible.

Steps to Reproduce:
1. Put a fishing rod into its slot
2. Put some Lapis Lazuli in its slot
