What I expected to happen was...:
A zombie villager with any profession to spawn and have arms and a complete and appropriate hat.

What actually happened was...:
it had no arms, and only a partially complete hat of a farmer regardless of profession.

Steps to Reproduce:
1. Created a new world in snapshot 21w08b in creative mode
2. Spawn a zombie villager
