Flint and steel loses durability at build limit

      The bug

      I noticed that when I accidentally use Flint and Steel above the build limit, It doesn't place the fire but the durability of the Flint and Steel decreases.

      How toProjects reproduce

      1. Go to build height with a Flint and Steel
      2. Use the Flint and Steel at the build height
        Notice that it takes durability
