Bug description:

The player is unable to switch their gamemode when pressing F3+F4 while their chat is disabled.

Steps to reproduce:

1. Create a new single-player world or use an existing one (make sure cheats are enabled)
2. Press ESC to bring up the menu, and then go to "Options > Chat Settings"
3. In the chat settings, make sure the chat is hidden
4. Close the settings and un-pause the game
5. Try using F3+F4 to change your game mode
