If you extinguish fire in creative mode, the client thinks you tried to mine the block despite not breaking it, making the particles from that block. This creates a paradox since you must either break the block or not break the block being that you are in creative mode. However, the game thinks that you are trying to break the block as if you are in survival mode.

To reproduce:

1. Create fire in creative mode.
2. Extinguish the fire not using a sword or trident!
3. See the particles.
