All tickets associated with item placement in the Creative inventory are valid for cases introduced in 1.16 and later as per this comment. Exceptions exist, which are valid for their own reasons.

The bug

Dirt, coarse dirt and rooted dirt are all three blocks closely linked to each other for obvious reasons. Due to this, them being next to each other in the Creative inventory would be expected. This, however, fails to be the case.

How to reproduce

1. Open the Creative inventory
2. Locate Dirt in Search
3. Locate Coarse Dirt in Search
4. Locate Rooted Dirt in Search
5. Note that there is a considerable distance between these items
