Client-side ghost endermen

I set my render distance to 4 chunks and stood in one place. However, about 3 chunks away a whole line of ghost endermen spawned north of me. They do not respond when I stare at them and despawn when I approach them. Some ghost endermen spawned west of me as well, albeit fewer. I was on the outer islands of the end.
