When the gamerule doLimitedCrafting is true you still can use all furnace recipes.

This can break maps and datapacks by players smelting the wrong items! 

This can probably be fixed for hoppers by not allowing them/being able to disable them from inserting to furnaces when the gamerule doLimitedCrafting is true
