Sneaking used to quiet the players footsteps in game, or at least I'm pretty sure it did, but now, it appears that, sneaking only mutes your footsteps for yourself, other players can still hear them. This is an issue, and I believe it's a bug due to the fact that you can't hear your own but other players can. Logically, nobody should be able to hear them.
