      When placing sugar cane, there is chance for the sugar to be placed in the water.

      What I expected to happen was...:
      it supposed to not be placed just when placing it to any other block other than sand and grass/dirt.

      What actually happened was...:
      It gets placed on in the water, if there is dirt on the water.

      Steps to Reproduce:
      1. Place Cane next to a water source on a dirt/sand block
      2. Take the cane and right click it next to the cane next to water source
