Grass turns to dirt under snow 2+ layers thick

      Bug: When placing snow layers on top of grass blocks, any more than a single layer of snow will suffocate the grass block, turning it to dirt. This presents an issue when decorating or terraforming, as the sides of snowy grass blocks only remain under single snow layers.

      Steps to Reproduce
      1. Place a row of 8 grass blocks.
      2. Place snow layers on each grass block with increasing thickness, starting from 1 layer thick to 8 layers thick.
      3. Wait for the grass to suffocate. Alternatively, use the command /gamerule randomTickSpeed to speed the process.
      4. After some time, all the grass will suffocate except underneath the 1 thick snow.
