Water buckets and lava buckets are the closest items to water and lava respectively (hence why these are shown as their item equivalents on Superflat worlds). Also, endermen holding powder snow drop powder snow buckets, furthering the fact that this is a bug.

1. /summon minecraft:enderman ~ ~ ~ {carriedBlockState:{Name:water}}

2. Kill it and note nothing drops

3. /summon minecraft:enderman ~ ~ ~ {carriedBlockState:{Name:lava}}

4. Kill it and note nothing drops

5. /summon minecraft:enderman ~ ~ ~ {carriedBlockState:{Name:powder_snow}}

6. Kill it and note the dropped powder snow bucket
