I cannot find the .jar file within the 1.16.4 folder

      I cannot find the .jar file within:
      C:\Users\USERNAME\AppData\Roaming\.minecraft\versions\1.16.4
      I have searched the web and cannot find a solution!
      I now cannot make texture packs...
