So I've found out that villagers do not pathfind over campfire ( Unlit ), they just get stuck there.

How To Recreate :
1. Put down a few campfires and make them unlit
2. Now place a few block that villagers can pathfind on the unlit campfire(s).
2. Spawn a few villagers, Now you will see that will eventually make their way on to the campfire(s)
3. Now you will see that the villagers will get stuck.
