When a boat is on top of a Soul Sand bubble column of water it will experience the usual thing of lots of bubbles and seeming to be close to breaking but then will rise (when viewed from outside of the boat) or teleport (when viewed from inside the boat) up a few blocks every few seconds. The attached video shows an example of this happening.
