Hover events on signs not working

      I recently learned that apparently signs are supposed to support text hover events.

      When testing this does not seem to be the case. I'm not 100% sure if this is a bug or if this was just never supposed to happen, but I figured I should report it anyways.

      (to add, click events seem to work just fine.)
