Creepers Unable To Spawn Under Trapdoors

      I have a creeper farm that was made in update 1.16.1. It is based on the mechanic that creepers are the only hostile mob able to spawn in a block height of 2 blocks and a trapdoor on the ceiling, except spiders but they are prevented from spawning by putting a few carpets around the floor to block the 3x3 areas that are required for spiders to spawn. And then a cat in the middle scaring off creepers to fall into the collection system below. The farm produced massive amounts of creepers every minute, producing multiple stacks of gunpowder every hour. But after updating to update 1.16.3 it has stopped producing any creepers at all, not producing a single gunpowder, no matter how far away or how close I am to the farm, or how long I afk for. 

       

      Just as a test I tried making a new farm on a single-player world where the server was created in 1.16.3 and it was based on the same mechanics but a little smaller and higher up in the air instead of on ground-level as my first one. However no creepers were spawning at all. And I can find no intentional change to creepers suddenly requiring 2 blocks to spawn so I doubt this is an intentional change.
