save-all command on server doesn't save all before reported it saved

      Join a server (verified in creative and survival).   Place some blocks/put things in chests.   

      At the server console, use the /save-all command

      The command seems to finish and reports "Saved the game".   Close the Server output console.

      Start the server.  Connect.   The placed blocks/etc were not saved.

      I've duplicated this several times while in the nether in a nether fortress on a local server.   Not sure if that part is relevant or not.   The "Saved the game" message shouldn't print until the save of the state (at the time the command was issued) was completed.

      If I sit and wait 15-20 seconds after it finished saving before quitting, the items don't appear to be lost.  Appears to be saving in the background or doing something else in the background after the game was saved before the save is committed/finalized.
