/summon and /setblock syntaxes are inconsistent

      Very low priority and probably will be a pain to change, and probably not even worth changing, but an annoying inconsistency nonetheless (which makes setblock a tad more time consuming than it needs to be).

      For /summon, the coordinates for summoning the entity come after the entity ID, but for /setblock they come before. This also means that coordinates are required for setblock whereas summon can function fine without any.
