When destroying a block above a beacon (in turn turning it on) observers don't react. I tested this by putting an observer to a 3-base iron beacon and, behind it, a 4tick redstone repeater and a regular piston with an iron block on it. Once I deleted the block, the beacon turned on, and the observer did not react.
