The device is a vertical redstone current with redstone dust connecting said current to 19 dispensers on each of seven floors. Pressing a button at the bottom of the current (button is on the block that the first redstone torch sits on) correctly switches the redstone current on each floor from 'on' to 'off' and then back to 'on' again, but the redstone fails to make the dispensers work (they are supposed to shoot out water for an automatic farm). I recreated the machine in a different world, and it works fine on a smaller scale. Switching to just turning on the redstone for each floor (no vertical current), the dispensers still fail to turn on.
