Dragon heads do not store being powered as a block state

      Probably a feature request but this is inconsistent with basically all other blocks which can be powered, causing effects such as observers not being able to detect when a head becomes powered or depowered, its poweredness not being able to be changed via debug stick, and (if heads ever switch over to correctly using block models) the inability to give powered dragon heads a different model.
