2. Feed the villagers carrots.

3. Let them sleep for one night.

4. Wait some time for them to breed.

5. Try in 1.15, it should start working immediately.

This bug makes it quite challenging for anyone who is at the beginning of their survival experience because obtaining high amounts of villagers is extremely important in the early game.
