Scaffolding causes excessive lag due to block updates

      Many block updates that should not affect scaffolding can somehow update it. This can cause excessive lag if there is a lot of scaffolding being updated in the world. Such updates include redstone and repeaters being powered and unpowered, and liquids changing flow levels.

      If you scale up these tests, the lag from the scaffolding becomes more severe. This bug only seems to affect scaffolding, and the lag is both client and server side.
