Redstone can effect some block that it shouldn't effect（1.13-1.16）

      When I upgraded my redstone game files to 1.13.I discovered that the most things can't work properly.Then I found that the redstone can effect a block under another two blocks.That made redstone much harder.And much larger.I'm not sure if it's a bug.If it is.Fix it PLZ.

      P.S:It still a problem on the 1.16.1
