Pretty much a bug that's never been noticed by many.

Simply drop an ominous banner in a two block tall tower while a raid is ongoing, a few illagers will try to retrieve the banner, and will just stay there until one of them is a captain.

I'd cosider this a bug because this can easily distract illagers and can let players win a raid easily

      To reproduce

      1. Cause a raid
      2. Only kill the raid captain and take the ominous banner
      3. Have a two block tall tower and drop the banner there
The remaining illagers will rush towards the banner while they are unable to grab it
      4. Go to survival
They'll try to attack the nearby player while trying to retrieve the banner
