I have prepared 72 zombie villagers. But there counts only 70 in the first place.

They are all in the spawn chunks so that they must be counted with no exception. But only 30 zombie villagers are counted when player go 128 blocks far from them. If they are not countable, they must be despawned but they do neither despawned nor counted.
