Unarmed pillagers don't attack players and don't use their arms to attack like vincators do in the latest snapshot.

      Steps to reproduce:

      1. Spawn a pillagers by this command:  /summon minecraft:pillager ~ ~ ~ {HandItems:[{},{}]}

      2. You can see that pillagers isn't raising their arms and don't attacking the player.
