      The Bug:

      Empty flower pots and lecterns prevent the usage of the held items.

      This ticket has been split from MC-160926. Unlike the cases there, no hand animation is played to indicate a failed interaction. This should not happen, and the held item should be able to be used regardless. For example, blocks cannot be placed while looking at the side faces of empty flower pots or lecterns.

      Steps to Reproduce:

      1. Place down a flower pot and a lectern, and obtain some bread.
      2. Attempt to eat the bread while looking at the empty flower pot or lectern.
      3. Take note as to whether or not empty flower pots and lecterns prevent the usage of the held items.

      Observed Behavior:

      The usage of the held items is prevented.

      Expected Behavior:

      The usage of the held items would not be prevented.
