Heading into new unexplored chunks with an elytra on (singleplayer), I came across a soul sand valley. I had been using rockets to power the elytra all the way there, except when i used it again, the boost effect didn't end. I was stuck flying around as I was unable to stop (other than by dying by crashing into the ground, which I didn't do). At the same time, I noticed new chunks weren't loading, however mobs may still have been able to move, but I couldn't see any at the time so it's unlikely they could. I then tried to close the world by pressing "Save and Quit to Title". Instead of ending anything, it has only left my Minecraft tab stuck on "Saving world", with no signs of progress in 15 minutes (and now 30 minutes) (and now 45 minutes)
After looking back at my footage, some chunks were still able to load, but there is a clear barrier where no more chunks loaded.
Further note: notice the constantly high framerate and constant 10ms ticks, my system was not being overloaded.
Also: I can't upload a meaningful video length because of the 10 MB upload limit and even a 2 second video is 18 MB, therefore I have attached small clips from some frames to show how some lava wasn't updating throughout and some stills from the video.

Edit: After killing the program, and reopening Minecraft and my world, I have found that it reverted to a state about 5 minutes before, where I was on the ground next to a bastion.
Edit 2: This may be "invalid" as I'm using optifine (vanilla performance is abysmal), but upon returning to the same location, I recieve the "Hot Tourist Destinations" acheivement and the bug didn't happen again, therefore I highly doubt I can reproduce this again, in vanilla or otherwise.
