When you refresh your resource packs by using F3 + T, or by changing one out in the resource packs screen in the options, any background noise such as the ambient nether sounds (if you are in the nether) or the underwater ambient sounds (if you are underwater) stop playing entirely, even after exiting the area in question and returning which would prompt another loop of the sound.
