Villagers are inconsistent when assigning to work stations.

      I've noticed that in certain chunks villagers fail to pathfind and assign to workstations, whether right next to them, or being able to walk to them. This seems to be some issue with the chunks because some villagers are assigned a workstation in some chunks, and others aren't in other chunks. In the photo below the chunks with red concrete cannot have villagers assign to a workstation, the chunks with the green concrete allow villagers to assign to a work station. The chunk with the orange concrete I had mixed results. I've noticed that only if the workstations are in "bad" chunks that the villagers can't assign to them. The attached photo doesn't show my testing with a wandering villager but I noticed that when I put a lecturn in "bad" chunks the villager wouldn't pathfind or assign to the workstation until I put it in good chunks. I've tried this out on several fresh 1.16.1 worlds and got the same effect, in the photo I am using fabric and optifine but I have tried this using the designated version.
