Storage blocks' hitboxes shift when targeted

      Duplicates MC-194173.

      When a player points their mouse at a storage block (chest, trapped chest, dispenser, dropper, hopper, etc.) then its hitbox shifts constantly. This is the same type of shift as MC-194173.

      How to reproduce:

      1. Place down a chest
      2. Point your mouse at it
      3. Notice that its hitbox constantly shifts

      You can use any storage block, like a dropper, dispenser, trapped chest, hopper.

      The player does not have to be facing north for the block's hitbox to flash; however, it is easiest to see the moved hitbox when facing north. You can still see the moved hitbox while in third person view.
