What I expected to happen was...:
That, if I power a Block with a redstone torch on it from above or below, the Torch gets unlit for a moment

What actually happened was...:
nothing, it only worked sideways

Steps to Reproduce:
1. Put a redstone torch on a block.
2. Put an observer, facing with its output into that Block above or below the block.
3. Trigger the observer.
