Seems like a pretty basic oversight - fortresses were introduced in the first beta 1.9 prerelease (22 Sep 2011) and upside down stairs later on in 12w08a (23 Feb 2012), and mojang understandably wouldn't have thought to check every single instance.

Probably a feature request but this could be a genuine oversight.
