Not allowing difficulty to change in nether for Multiplayer server

      I found a bug that will not let me change difficulty in the nether in a multiplayer server. It will allow me to change the difficulty in the over world from commands as OP, but also from command lines server side. But when i try to do it the nether, it remains peaceful no matter what. Mobs will spawn in the over world but not in the nether. I have /gamerule domobspawn set to true and spawn monsters is true in server properties. When using /difficulty it will update difficulty in over world but not in the nether. Even when editing server properties file and resetting server, it still calls difficulty peaceful when setting is set to normal or hard in file.
