It seems there isn't any check to make sure that the nether brick bars in fortresses actually function as windows, rather than making them face into a netherrack wall, which is a very common occurrence. In such cases it'd probably make more sense to just generate these as plain nether brick (or perhaps chiseledt?) instead.
